Building a PC is pretty much a last ditch effort because I'm getting so desperate haha.

I was able to update it to the most recent version. Building a new PC is a rather extreme solution to this! The fact that the mouse and keyboard works until the OS boots strongly suggests it's a software problem. This driver is not for Windows 8/8.1/10 as they have USB 3.0 support built in, so a separate driver is not required. Which version of Windows are you using? For Windows 7 only - as you mention the xHCI controller is showing the error, it may be worth trying re-installing the Intel USB 3.0 driver. And the problem normally remains unsolved.

But of course, manufacturers do not write drivers for generic USB keyboards or mice, as they are built into Windows. Most topics I've seen on similar issues someone will insist that your drivers are corrupted and you need to download the latest drivers from the manufacturer and update them. My current PC is about 4 years old and I have an MSI Gaming 5 MOBO, i7-4790k, 16gb of RAM, and a GTX 1080. I'm not sure if this will fix my problem of not having my USB ports not think anything is there but it's one last thing to try before just building a new computer. I've tried uninstalling them all and restarting my computer as well as choosing the options to not let Windows power down those ports. (Code 10) The requested operation was unsuccessful. The last one has a yellow triangle with an exclamation point and when I go to the properties it says |This device cannot start. When I go into my device manager, under the USB controllers I have: 2x Generic USB Hub, 2x Standard Enhanced PCI to USB Host Controller, 2x USB Root Hub, and one USB xHCI Compliant Host Controller. The last thing that I can think of is it may be related to this issue. I've tried practically everything under the sun that I've found online as well as in other topics I've made on other sites. I think that the ports are getting power but no data.

They work with other computers and I've plugged other keyboards and mice into my computer with the same results.

I'm able to use a PS/2 keyboard and mouse no problem.

They are usable in the BIOS but once the computer boots they turn off. I've been having some issues with my computer for a while now wherein my USB keyboard and mouse doesn't work.
